Road User Charges (RUC) are a per-kilometre charge paid by diesel-powered vehicles and certain electric and hybrid vehicles in New Zealand, in lieu of the fuel excise duty that is built into the price of petrol. The system ensures that all vehicles contribute to the cost of building and maintaining New Zealand's road network in proportion to their use. RUC is administered by the New Zealand Transport Agency (NZTA). Light diesel vehicles (under 3,500 kg) and battery electric vehicles pay a flat rate per 1,000 km. Heavy vehicles pay a rate that varies by vehicle configuration, number of axles, and maximum gross laden weight, reflecting the greater road wear caused by heavier vehicles. How much is RUC per km in New Zealand?
Road User Charge (RUC) rates in New Zealand are set by the NZTA and reviewed periodically. As of 2024, the rates for common vehicle types are: light diesel vehicle (under 3,500 kg gross vehicle mass) $76 per 1,000 km; petrol-electric hybrid vehicle $38 per 1,000 km; battery electric vehicle (BEV) $76 per 1,000 km (from April 2024, when the temporary BEV RUC exemption ended). These rates are equivalent to approximately 7.6 cents per km for light diesel and BEV, and 3.8 cents per km for hybrids. Heavy vehicle rates are considerably higher and calculated using a combination of axle spacing, number of axles, and gross laden weight, and can range from several hundred to several thousand dollars per 1,000 km for large trucks. How do I buy RUC in New Zealand?
Road User Charges (RUC) in New Zealand can be purchased through several channels. The easiest and most common method is online through the NZTA RUC portal at nzta.govt.nz. RUC can also be purchased at New Zealand Post (PostShop) outlets and from authorised agents. You buy RUC in blocks of 1,000 km, and once purchased, the RUC licence must be displayed on your vehicle's windscreen showing the distance to which your RUC is paid. You can purchase up to 10,000 km of RUC at a time. It is an offence to drive a RUC-liable vehicle without a current and valid RUC licence displayed. When you reach the distance shown on your licence, you must purchase another block before driving further. What happens if I drive without valid RUC in NZ?
Driving a RUC-liable vehicle in New Zealand without a current, valid RUC licence displayed on the windscreen is an infringement offence. The standard infringement notice for driving without RUC is $200 per offence for a light vehicle. NZTA enforcement officers and Police can require a driver to immediately purchase RUC before continuing to drive. The vehicle's odometer must remain accurate and must not be tampered with, as odometer tampering to avoid RUC is a serious offence carrying heavier penalties and potential prosecution. Commercial operators who evade RUC face more serious consequences, including significant fines, prosecution, and potential loss of operating licences. NZTA uses a range of detection methods, including roadside checks, camera systems, and data matching. Road User Charges (RUC) are paid by diesel vehicles and some alternative fuel vehicles — including electric vehicles from 1 April 2024 — in NZ instead of fuel excise duty. RUC is prepaid in 1,000km distance units.

How this calculator works

RUC must be purchased before travel in blocks of 1,000km. Light diesel vehicles and EVs pay $76/1,000km (2026–27 rate). Heavy diesel vehicles pay higher rates based on vehicle weight (GVM) and axle configuration. RUC licences are purchased online through the NZTA RUC hub and must be displayed in the vehicle.
