How NZ council rates are calculated

Council rates fund local services (roads, water, libraries, parks). Each council sets its own rate per dollar of property value — varies from 0.3% (Auckland) to 0.6% (Dunedin).

    Get your Rateable Value (RV)

    RV is set by 3-yearly council valuation. Usually 70-90% of market value.

    Re-valued every 3 years.

    General_rate = RV × council_rate_per_$ (e.g. 0.003 for Auckland)

    Set each July as part of Long Term Plan.

    Add targeted rates

    Total = general_rate + water + waste + transport + UAGC

    UAGC = Uniform Annual General Charge (~$400-600).

    Quarterly = annual_rates ÷ 4

How are NZ council rates calculated?
New Zealand council rates are set by each local council under the Local Government (Rating) Act 2002 and typically consist of two components. Are council rates tax-deductible in NZ?
Whether council rates are tax-deductible in New Zealand depends on how the property is used. For rental or investment properties, council rates are a deductible expense under the Income Tax Act 2007 because they are a cost of earning rental income. You can claim the full rates expense against your rental income in your tax return. However, for owner-occupied homes (your private residence), council rates are personal living expenses and are not deductible. If you work from home and have a dedicated home office, you may be able to claim a portion of rates as a home office deduction based on the floor area percentage used for business. How do I dispute my council rates valuation in NZ?
If you believe your council's rating valuation is incorrect or tō high, you have the right to object. Rating valuations in New Zealand are typically conducted by Quotable Value (QV) on behalf of councils every three years under the Rating Valuations Act 1998. When you receive a new valuation notice, you usually have 30 working days to lodge a formal objection with the council. To support your objection, gather evidence such as comparable recent sales of similar properties in your area, your own independent registered valuation, and any factors unique to your property that reduce its value (e.g. access issues, contamination, structural problems).
